We do not live in a high trust society. The super chargers should be rigged to electrocute anyone fucking with them to steal the copper.
Due to the damage that Copper theft causes (they are not scrappers, this is theft) to infrastructure it should be a felony and a minimum of 15 years in jail. Take away the low-punishment incentive and the behavior tends to go away with it.

Attacks on infrastructure needs to have an extra heavy penalty now that everything is balancing on the edge of the competency crisis, it's just going to take one little push in the right place to crash a large portion of American essential services.
