These days, a college degree is no guarantee of either intelligence or competence, in fact it may well be a contra-indicator, indicating successful indoctrination rather than any sort of education. Given that, however, it is unlikely that Massachusetts cut the requirement of college due to the Marxist indoctrination of graduates, and instead it is in furtherance of the aim of replacing competent White people with incompetent niggers.

This is a strange strategy, as they want to implement a totalitarian government system. To do this with any measure of "success", you require at least reasonably competent and conscientious bureaucrats. Installing incompetent morons will potentially be a blessing of sorts.
