They used to be brick, at least downtowns were. One advantage of asphalt: harder to tear up to use for civil unrest. Bricks and cobblestones, much easier.

That being said, I was just back in Cali in July and I didn't see anything over a 4 and here in Prague 8s and 9s are extremely common. Occasional 10s but that has been a handful over the years. That's just walking down the street mind you, some of the "special functions" that I have attended were all 10s.
