Nope, if they were going to do something like that they wouldn't warn him first. We're talking about a Rothschild connected and relatively young head of state here, nobody is a bigger flight risk. This is probably their way of saying they won't do it. They're letting him know they're mad but they're NOT going to arrest him, which he might have been worrying about before.
