Correction: states can pass their own laws, yes..but those laws cannot violate the constitution. If they do, they are subject to rulings at the federal level which negate them, ultimately decided by SCOTUS if it gets that far. This happens all the time. Same thing happens with federal laws and edicts: they can’t violate the constitution.
Remember, it’s not just a “republic”, but a constitutional republic..meaning that each member state is subject to the authority of the constitution.
So I think you either have a fundamental misunderstanding of state’s rights, or you don’t believe that parents have constitutional rights to govern the lives of their children.
The latter of the two, to my knowledge, wasn’t explicitly spelled out in the constitution, which is why I say this needs to be handled swiftly at the federal level to stop this statist control tactic dead in its tracks.
