As much as I don't like the guy, I can see what he means (if you pretend the pandemic was real).
A better articulated person would have stated that now is the time to prepare for the future, because on an infinite timescale another pandemic is inevitable. Problem is Biden's vocabulary is approximately equal to a single Little Golden Book.
