Individuals who receive the ACS must complete it or be subject to monetary penalties.

Come at me. Is it a certified delivery? I don't accept certified deliveries from the government. If it's not then you can't prove anything.

While the U.S. Supreme Court has ruled that citizens have no obligation to answer questions posed by the government and are free to refuse to do so—a principle that could be applied to questions posed by ACS agents—the question of a person’s right to refuse has not yet been decided by a court.

Wait...

While the U.S. Supreme Court has ruled that citizens have no obligation to answer questions posed by the government and are free to refuse to do so...

SCOTUS has ruled that citizens ... are free to refuse to answer questions posed by the government.

Then;

the question of a person’s right to refuse has not yet been decided by a court.

Yes it has you insufferable midwits. By SCOTUS, stated so yourself in the exact same sentence. I get one of these I'm throwing it out. I don't care.

If you are contacted by Census Bureau employees, either by telephone or in person, demanding your response, you can assert your rights by politely, but firmly, informing the employee that you believe the ACS is an improper invasion of your privacy, that you do not intend to respond and that they should not attempt to contact you again. Be sure to document any interactions you have with Bureau representatives for your own files.

Huh? Or just tell them to fuck off, your private property or somebody else's. Public property would be tricky in that you're now expected to "get away" yourself. However depending on your state if they follow and continue to bother you they've now escalated it into assault (assault is not necessarily / only physical, battery is), take from that what you will within the laws of your state. I am not a lawyer... contact a lawyer for all questions involving legal matters.

Received such about 5 years ago. Tossed it. They sent an old lady out with a clipboard to ask in person. Told her no. Headcount, sex, and age only. She got pissy. Lady looked hippy-ish. I asked her how this would have gone over in 1969. She left. Nothing ever became of it.
