Just to add a little more background for the whole picture, the government recruited men and women to participate. They willingly did. At least as far as I know. The state would find the couple they wanted to support their Aryan eugenics ideals. The mother would birth the child and the child would become ward of the state. Others joined the program to care for the child on the state's behalf. They also cared for the children taken from parents who didn't comply with state directives and mandates.
