You should invest the vast majority of your resources in the brightest students.

This is because 1% of people create all of the inventions, products, and services that improve humanity.

Sending retards and pavement apes through 13 years of public school just to have them work a job they could learn in two days of training is a massive waste of public resources.

Idiots that will never contribute in a major way to society would be better off with basic reading and writing training, some brainwashing about being peaceful and showing up to work on time, and shock therapy for the violent ones to train them out of impulsive behavior at a young age.
