About one week of everyone pissing all over the toilets (aim for the handles) would solve that.
That was my initial thought too, but the people making these decisions are not the ones cleaning the bathrooms and couldn't care less if the peons (see what I did there?) have to suffer.
I can imagine janitorial staff would refuse to clean after a short time. But yes, the people making the decisions don't care because they aren't being pissed on.

Most of them can't afford to lose their jobs, I'd think. Best case scenario is they'd complain enough to get the rules changed, or lodge a complaint with the local health department and force it that way. Or post video online and hope it goes viral.
Funny that I'm so old that the 'viral video' approach didn't even occur too me until I was about to submit my reply.
