well .... yes, it is safe

the ladder is not some sort of wood one, with no proper feet , it is a professional one

the man can fall off ? yes, if he jump out of it

I mean it has 6 legs stabilizing the ladder. That's as safe as it's going to get on stairs unless you bolt it to the ground.
