well .... yes, it is safe

the ladder is not some sort of wood one, with no proper feet , it is a professional one

the man can fall off ? yes, if he jump out of it

I mean it has 6 legs stabilizing the ladder. That's as safe as it's going to get on stairs unless you bolt it to the ground.

My son got in trouble at work for doing that with a little giant ladder. He finally gave up trying to convince them that was what the ladder was designed for. They just could not get it.

A man-lift, scissor-lift or bucket truck...are just as insane an idea. Who would think that this ladder setup is dangerous but decide that being lifted by a boom with a small bucket you stand in is any better?

All of these implements are inherently unsafe but we just give some of them a pass because a machine is involved. It's like the people who drive like maniacs because they feel safe inside their Escalades. Driving is still dangerous but they don't feel it now.

Been there, done that. We do shit like this all the time hanging board. A lot of times we have a ladder on the stairs with a stretch plank on top coming from a baker or scaffolding. Then you have to walk out there with the drywall and hang it...

When you put three plastic folding tables stacked, on gravel, then a 12’ ladder on top, and have to climb to get to the bottom,of the ladder, then you are on borrowed time. Worst part is standing on the very top step so you only have your shins to brace and reaching over your head to work for 10 hours.
