What's so magical about 18 and 10? Here's my prediction: White people are simply going to flee California, not only San Francisco. It will become a vibrant black city. Full of engineers and brain surgeons. The money will be reinvested into the city. They will use their new found cash to rebuild a modern city complete with black colleges, universities, public transportation, solar farms, wind turbines to generate clean energy, desalinization plants for unlimited water, walkways and bike paths. It will be a model society.
