Looking at the census, there are about 900k people in SF and 5.7% are black. Giving each one $5M will cost $250 billion. The current budget for the whole city is $14 billion. Therefore if they spent their entire budget on reparations, laid off all city workers including police and fire, shut down all schools, stopped providing things like trash pickup, sewer service, and clean water, and closed all city buildings it would still take 20 years to pay off if there was no interest. I'm all for it under the caveat that everyone who votes for it or receives the money has to stay within the city limits for the next 20 years.
