This makes absolutely no sense to me at any level. But it doesn't need to make sense, as nothing does anymore.

To be initially eligible, applicants must be 18 and show they have identified as black or African American on public documents for at least 10 years.

What's so magical about 18 and 10?

Here's my prediction: White people are simply going to flee California, not only San Francisco. It will become a vibrant black city. Full of engineers and brain surgeons. The money will be reinvested into the city. They will use their new found cash to rebuild a modern city complete with black colleges, universities, public transportation, solar farms, wind turbines to generate clean energy, desalinization plants for unlimited water, walkways and bike paths. It will be a model society.

Looking at the census, there are about 900k people in SF and 5.7% are black. Giving each one $5M will cost $250 billion. The current budget for the whole city is $14 billion. Therefore if they spent their entire budget on reparations, laid off all city workers including police and fire, shut down all schools, stopped providing things like trash pickup, sewer service, and clean water, and closed all city buildings it would still take 20 years to pay off if there was no interest.

I'm all for it under the caveat that everyone who votes for it or receives the money has to stay within the city limits for the next 20 years.

Anyway you look at this, it's just UBI disguised as reparations. The money will just be created just like QE. In fact, this is QE. It's just now getting doled out to the dregs of society to kill off the white working population. This will flood more currency into the economy. A loaf of bread will start to cost hundreds or thousands of dollars because of the increase of supply of dollars.

Think of all the dollars the Chinese are dumping right now, this will go to the niggers.
