Good. I don't see this as insane in the way I assume you meant. It's insane that measures such as this need to be taken to prevent such an easy thing to not do.

Seems like they could simply assign a deposit per bag like they used to have for bottles. Set it high enough and people will either return the bags themselves or scavenge the littered ones.

Seems like a concept that wouldn't be defeated by somebody scribbling over the number with a pen or just ripping the part with the number off.
