Californians have figured out that saving water doesn't mean more water in streams for fishing and it doesn't mean more water for when it's needed later. Saving water in the arid West means cities have more water credits they can use to approve huge housing developments. They don't even hide it. You can watch council meetings where they say thanks to conservation efforts they have enough water to approve XYZ development.

Even Californians don't want more people, and they certainly don't want to empty their swimming pools and kill their lawns to make room for immigrants.
