Because in USSA everything and everyone is pointing the finger to someone else, so someone MUST always be blamed. It's the same reason the NTSB will always side with the airline, the airport, literally anyone else but the pilot, because they're an extension of big airplane companies. The NTSB can say its the airplane's fault and the airplane has to recall planes, OR we can just blame the pilot and keep going on as if nothing was wrong
