I recall some thread a ways back ( concerning the plight of the jan 6 people) where the Patriot act actually defines individuals that by speech, action or ideology shows, supports or endorses views in opposition or counter to Government Authority as 'Unarmed belligerents' and duly treated without habus corpus etc and it's entirely legal because of the Patriot act. So anytime a Citizen does not willfully follow everything decreed by Govt, ie - refusing to comply with vaccine mandates, you could be classified as a 'belligerent'.
