ATC has had shortages for a long time. They've been hiring based on anything but merit.

That's not accurate. Lots of tests before you're considered and then off to okc for the academy, where you can still wash out. They lowered some standards but that was years ago. They do need lots of people though if you're young enough and want a well paying career.
