Decriminalization of drugs has lead to reduced drug use in Spain. While the war on drugs has lead to drug cartels powerful enough to overthrow governments like in Mexico. Massive bloodshed, career criminals, and lifestyles that lead to crime and destruction.

Nothing in this requires drug cartels to give up on anything. What exactly is your thought process here?
Opening market to competition naturally takes away the cartles power and money, whether they like it or not. Weed especially can be grown by individuals for thier own use. There is nothing the cartels can do about that. Unless they use policing to enforce thier monopoly by forbidding people from growing thier own, which is literally what the government is doing right now.
