I think that is still a rule but this proposed change to the budget only applies to every single gum that the soldier owns in his off-base residence (s). All of them and they can be confiscated by local police even though the order came from a Military tribunal.

The really dangerous precedent that this sets (at least to my mind) is that Military courts can now (if this is approved) order local police around to do their bidding. Scary stuff.
