As an aspect of culture, if it makes you reflect upon an idea, then yes it's art
It's not particularly useful to just think of art as decorative wallpaper, because then that just means your cultural limits are "wallpaper", which is basically islamic 'art', nice geometric patterns that are as 'inoffensive' as possible to the religious hierarchy. African 'art' is just making low effort pictures of themselves carrying water, because that's the entirety of their cultural experience.
Art is required to be subversive by definition, even medieval art was subversive
That said, the lower the culture of a society drops, the more likely they are to be entertained by framed memorials of 4 Chan shitlords. Pretty soon the only thing allowed in galleries will be paintings done by disabled trans lesbian niggers, and blatant political bribes masquerading as Pop Art
