Interestingly, anytime the govt is supposed to be in charge of regulation it is explicitly stated.
Militias should be regulated by said militias. Individuals should be regulated by said individuals. Dry-fire daily. Run dot drills. Buy more ammo than you think you need. My most critical critic when it comes to my abilities is me.
