No, not unless you're sucking on the tap itself. This is why toilets are porcelain or stainless - they don't have pores for gunk to live in and spread. Toilets are cleaner than the average kitchen sink, at least with regards to things that can make one sick.

in elementary school, a lot of kids put their mouth on the fountain. and that could be how a lot of people got herpes / cold sores.
