This is one of the many obvious reasons that you don't give citizenship or legal residency to people who broke your laws to immigrate here.
If your government doesn't care about the law, why would immigrants? Rather than residency, this dude should have been jailed in a labor camp to pay back American tax payers for funding his imprisonment, then thrown back to Mexico. The folks who hired him as an illegal immigrant should have been fined enough to lose money on hiring illegals. Would solve this problem pretty quickly.
