There’s a bit more to this that’s not mentioned in the link. The kids live with their mother in France. The father took them back to Ireland and then refused to return them to their mother. The mother applied through the French courts for the children’s return, this application was upheld by the Irish courts and it is on that court order that the guards are seizing the children.
The mental treatment act bit is probably because he said he was going to hurt himself or top himself. Garda have a duty of care so once you say something like that they do kinda have to have you assessed as they would be held responsible if you hurt yourself.

The below was only ruled by the court of appeal today as far as I know. There were Irish people on Twitter pushing the link between the mass incident and the subsequent detainment of the children which is presumably where the article you posted picked up a lot of their info.

and with shit like the link I just posted happening regularly I can see why some people might be upset that the Police moved in to take the kids so quickly, it almost seems punitive. Now that's not necessarily what is going on in this particular case but I could understand why people might be concerned.
