I don't think they really have a way to verify what the shots are in the field. They can barely detect the virus itself. The only way to verify these vaccines are what they say they are would be to sequence them and see if the RNA sequences match what the supposed RNA in the vaccine is supposed to be and thats expensive and could take days. Right now only one group has sequenced the RNA vaccines in the shots.
Your right they could contain anything potentially. All of them could be saline shots with no real way to determine it but wide scale sequencing of random samples across all the distribution points.
