D.C. laws prohibit a 13-year-old from being tried as an adult.
Using this as a benchmark, the implication is people who are mentally incompetent aren't responsible for their actions. This begs the question:
If children are treated as not being responsible for their crimes, who is? Presumably their parents. Now comes another interesting question, given how corporations (the state) usurped parental authority, is the state responsible? How do you punish an abstract entity?
Blacks have no abstract thinking ability and are therefore incompetent to live responsibly with white people who do have abstract thinking ability, who is responsible for them? I would argue the state is again responsible.
Now what?
I think that all children should now be tried as adults, they apparently,in current year, have matured to the point that they are able to decide to cut their dicks off.
