At first I thought this was possibly one of the most bizarre things someone could say. Then I remembered that the mans comments hint at the reasons the poor dumb bunny lives in government provided public housing. However, I did take some time to think about this and I actually do hope the city of Durham does this wherever there are black public housing enclaves simply to make it easier for otherwise oblivious motorists and pedestrians to know what areas to avoid.

You laugh, but I'm actually quite serious. If that works to warn people, you can expand the effort by painting Mexican flag colors in high crime Latin-American dominated public housing blocks and simply call the action "pride initiatives," or something like that.
The psychotics in these areas will be otherwise unawares that the local government is simply painting actual red lines marking dangerous areas for the sane to actively avoid. Dear god, I just realized this is how Jewish cabals brain storm against the Goy.
