I disagree with your claim that you have to look at the numbers alone. The numbers by themselves mean nothing without the larger context. Whether 12% of 1% is 50 people or 50,000 is besides the point. You need to look a the trend. Certainly the inclusion of Belarus and Estonia seems laughable because their populations are so small compared to the other countries, but that data is just as valid and needs to be taken into consideration. Sure it doesn't have the same weight as the other countries but you take that into consideration when doing the analysis.
