Reminds me how in Belgium people made a humongous deal of how the govt was insolvent for 2 years (this was a while ago). Somehow though this SAME insolvent govt was able to increase taxes, fine people, and have full authority over its subjects. It was really a fight of which commie faction would win out, the dutch part or the walloonian one.
