How industries are determined as essential or non-essential: has the state received a kickback/bribe?
I'm stuck in the PRC (nuke this shithole): if you can pay to have your place "disinfected", and have paid the local politician to have a member of the party sit at the entrance and "scan temperatures and check papers", you can open.
