the Transportation Improvement Fee supposedly covers other crap besides the bullet train. And i believe these 'improvement' funds can be accessed for the general fund if needed (which is crazy, but that's what was voted in last year). what i'd like to see is breakdown on every registration (similar to the one you posted) that shows exactly how much of every fee collected goes into which fund.
