Electricity doesn't work like that. You can have a pool with a billion volts fed into it and people can swim in it all day without ever knowing anything is wrong. The only problem is when the person becomes the conduit path to ground. A submerged metal plate wouldn't work either. The current would not bother to take the path through the humans when there's a much lower resistance path in going straight through the water to the plate.
