The World Jewish Congress, pre World War 2, reported that just over 3,000,000 Jews were living in the entirety of Europe. How could there, then be, 6,000,000 dead along with a half a millions survivors?

Thank you. Unforunately, what I am looking for is, specifically, from the World Jewish Congress. Their own numbers. It is far less than these numbers.
