Here's the irony of the situation, though. Regardless of how overly complex it is or how wide a legal net the ATF decides to cast, this rule change will have little to no effect.
That's because of the 0% Receiver.
In response to the announcement of the Biden Admin's proposed rule change, Defense Distributed decided to shift its focus to the creation of 0% receivers.
What used to be a cheap process now needs an expensive CNC machine kit that can mill out a lower from scratch. That's not "having little to no effect". Drastically raising the cost of doing something is tantamount to a ban if the vast majority of people can't afford it.
It's even worse than that, the GG3 is made out of unobtainium, but if you could get one you could make a fair amount of money by renting it out at $200 a pop.
Still the 3d stuff is getting to the point of viability.
