The gun laws vary widely by state. Some states, are free open carry of anything legal. Some states are "shall issue permit" states, where you have to apply for a permit from a local sherriff or other law official to get a license to purchase, some have other laws.

That's how it is in Europe where I am. Then can refuse it for any reason at all, no questions asked.
