If I am reading this correctly, this is reflecting on the supreme court kicking down a cases and telling the lower courts to judge on new standards. Standards that are still up to loose interpretation, and if judged wrong, would still need to be accepted as a case by SCOTUS. It's sort of a win, but only time will tell. I'm willing to bet that SCOTUS will still refuse to see gun cases, making this somewhat useless as entrenched, leftest, judges keep making bad rulings. Continuing the SCOTUS tradition of avoiding cases involving the 2nd, which has been happening for a long time now, including the Trump appointed justice era.

I want to be excited but, I am not holding my breath.
