They need to update the law. The current law is that the federal government cannot create a gun registry. So now the federal government is having businesses create the registry. They need to update the law to prohibit the federal government or any federal contractor from USING any gun registry for any purpose. They need to make violations prosecutable in federal court by any United States citizen, and remove qualified immunity from government employees who violate it.

That's the reason for making it enforceable by any US citizen. If you see any federal government agency using a registry of gun or ammo purchases for any reason you can walk your ass down to the nearest federal court and file a case to collect yourself $100,000 in penalties.

That's the same sort of thing they did with Twitter. Twitter was banning people critical of the administration, but the white house was telling them to do it. So technically not the government, but directed by it.
