How do you take over and suppress a nation in which everyone has more than one gun and knows how to use them? You create an army of armed fascist fanatics devoted to your cult.

Then you just maim the enemy so they have to spend all their resources taking care of incapacitated comrades, or watch the system turn their backs on the injured.
