I'm thinking about moving my ammo into my basement for a month or so to keep it out of the way while I refloor the story it's currently on. My dehumidifier keeps the basement at a constant 35-40% humidity. Is this too high for ammo storage?

I believe you're right on with 40%; I personally, would not recommend anything lower than what you're already at. Too much humidity and too little humidity are equally damaging. I store mine in ammo cases indoors with desiccants just in case, but inside humidity doesn't typically go above 50% anyways.
