Maine's gun homicide rate for 2020 was 5.8 per 1,000,000 (and one of those was a nigger) while Cook County, Illinois had a gun homicide rate of 166 per 1,000,000. What ever could be causing the 28-fold difference?

Maine is 93.7 non-Hispanic white. Cook County is 42.9% non-Hispanic white.
