I'm shopping for some nice active hearing protection for indoor target shooting and looking for recommendations.

Considerations: -Active hearing protection is a must - I want to be able to talk to friends at the range while wearing them. -Over the ear is preferable to in-ear. -Bulk is ok - I don't wear a hat and I'm not shooting the entire day, so a little extra weight or size doesn't bother me. -I primarily shoot handguns, so I'm not super concerned if it interferes with a good cheek weld on rifles/carbines. -Aux inputs or bluetooth don't matter to me. I'm there to shoot, not listen to music. -"Muy tacti-cool" is stupid. They need to be functional, not pretty.

Is NRR of 23 adequate? Or is that the passive NRR and the active cancellation provides more? I'd prefer to avoid doubling up on ear plugs + ear muffs.
