Common opinion is just that, so they recommend 9mm so you get maximum number of rounds in the mag. All things being equal if you could put rounds on target easily with full power 10mm, that would be my choice because I feel in general pistol rounds are too underpowered to put someone down fast (see my other comment about Carhartt jacket body armor).
