Sawed off shotguns aren't illegal but you gotta get a stamp and pay the feds 200 bucks and wait 9+ months to hopefully get the green light on your NFA item.
Also due to the ATF's ineptitude (thankfully in this case) you can buy a Mossberg shockwave which comes with a 14inch barrel but is not considered an SBS but a 12 gauge pump action firearm because it doesn't meet the legal definition of a shotgun. Slap a pistol brace on that bad boy and you're gtg.
