The courts had to side against the city.

An ordinance is a rule, not a law, that must be obeyed only by employees of the city, contractors of the city, or subcontractors working under a permit issued by the city, while working for the city. It does not apply to citizens that are not involved with city business.

Its like the city mask mandates. The city can fine a business, who has a permit with the city, for not enforcing a mask mandate, but they cannot fine a citizen.
