They are playing a game of how close can you step to the line without crossing it! That way you constantly live under the threat of losing all your rights, guns, property, personal autonomy, wealth, health and national identity. They can't ever cross that line or you will revolt. They know that. So they are trying to wear you down, lower your expectations over time where you will give up more and more ground. But you have all come to the point where you have no middle ground left to bargain with. They will cross that line and you will fight and water the tree again. When it comes it will be a toe over the line or an authoritarian boot stomp. Gun grabbing will be a definite trigger to start shooting. Anyone taking part in this is committing treason and know they will be facing mass armed resistance. They are putting their lives on the line if they follow these orders.
