They are probably talking about cc insurance. See you can kill someone for stealing your bike from your garage if they are on your property but they can take you to civil court repeatedly until you are financially broke paying for lawyers. The cc insurance is a yearly fee that covers lawyers.

Then why would it be mandatory? If I take my chances, the consequences are my problem. "Mandating insurance" is a jew scam.
