The people with less expendable income will demand that "if I can't have it nobody can. Ban guns now!"
Then the lawmaker will feign compassion for the less affluent and ban guns for all (aside from those with a special permission of some sort). For the good of those with less!
California uses illegal alien Sheriffs to just deny your CCW request unless you're politically connected in the first place. I understand your suggestion, but it simply doesn't apply to how CA is run. It's completely corrupt by non-American interests, from top to bottom. No saving that, it has to be burned to the ground and rebuilt anew.
It's not about just california. The powers that be need an example state for others to point to as a success for gun control legislation. Kind of like how they did with pot, which coincidentally was legalized in california first.
